President John Mahama officially assented to several legislative bills geared toward the abolishment of certain taxes; Electronic Transfer Levy (E-Levy), Betting Tax, and Emissions Tax.
On March 11, 2025, Ghana’s Finance Minister announced in parliament during the maiden budget speech that the John Mahama government was committed to repealing those taxes.
“We have programmed the following taxes for removal in line with our manifesto promises. Mr Speaker, we will abolish the 10% tax on winnings from the lottery,” he said.
He subsequently tabled the legislation of eight tax-related bills to parliament on March 13, 2025.

The proposed legislation sought to repeal and amend multiple tax policies, including the Electronic Transfer Levy (Repeal) Bill, 2025; Emissions Levy (Repeal) Bill, 2025; Income Tax (Amendment) Bill, 2025; and the Earmarked Funds Capping and Realignment (Amendment) Bill, 2025.
The signing ceremony, held at the Jubilee House on April 2, 2025, was in fulfillment of a campaign promise and an implementation of the minister’s indication in the first quarter budget reading.
“This is a commitment we made to the people of Ghana, and today, we have honored it,” he stated.
