PURC Announces 1.14% Tariff Adjustment for Electricity; Water Tariffs Remain Unchanged

The Public Utilities Regulatory Commission (PURC) has announced a marginal upward adjustment of 1.14% in electricity tariffs effective October 1, 2025, while keeping water tariffs unchanged.

In a statement released on Tuesday, the Commission explained that the review forms part of its Quarterly Tariff Review Mechanism, which monitors fluctuations in key economic variables that affect the cost of delivering utility services. These factors, PURC noted, are largely outside the control of utility service providers.

According to the Commission, the latest decision was influenced by movements in the Ghana Cedi-US Dollar exchange rate, the national inflation rate, the cost of natural gas, and the hydro-thermal generation mix.

PURC stressed that these quarterly reviews are essential to protect the financial viability of utility providers while ensuring that tariffs reflect the real cost of supply.

Electricity consumers will see a modest increase in their bills starting October. The 1.14 % rise may appear small on face value, but given the cascading costs in generation and foreign exchange, it is meant to preserve the “real value” of tariffs and protect the financial viability of USPs.

Water users may breathe a sigh of relief: PURC opted not to raise water tariffs for now, indicating either sufficient cost absorption or pressures deemed manageable under current assumptions.

“The adjustments are carried out to maintain the real value of tariffs and keep service providers viable enough to deliver efficiently to consumers,” the statement read.

The Commission, however, reassured Ghanaians that water tariffs will remain unchanged for the fourth quarter of the year.
