SML: OSP Arrests GRA’s Acting Head of Legal

On Friday, October 31, President Mahama officially ordered the termination of the SML contract

The Office of Special Prosecutor (OSP) has arrested the Acting Head of Legal Affairs at the Ghana Revenue Authority (GRA), Freeman Sarbah, over the controversial GRA–Strategic Mobilisation Ghana Limited (SML) revenue assurance contract.

In a brief statement on Monday, the OSP said Sarbah is “under investigation for suspected corruption and corruption-related offences, as well as obstruction of justice”, in respect of the SML deal.

This brings to seven the number of persons likely to be prosecuted from the investigations by the OSP over the SML deal.

On Thursday, the OSP declared it would be charging former finance minister Ken Ofori-Atta and five others at the criminal courts at the end of this month.

Giving details on its investigation, the OSP said the former minister was personally involved in pushing the deal despite knowing the company could not deliver results. He also said contracts were secured through “self-serving official patronage, sponsorship, and promotion based on false and unverified claims.”

“The Office of the Special Prosecutor’s investigation into the SML contracts has saved the Republic an estimated GH¢1.25 billion in potential unjustified payments. Without the OSP’s intervention on 10 June 2025, these illegal outflows would have continued through October 2028, draining public funds under irregular agreements,” the OSP said.

On Friday, October 31, President Mahama officially ordered the termination of the SML contract. This came just a day after the OSP held a press conference on the details of its investigations and intentions to prosecute those implicated.
