Accra’s Floods: After Devasting Havoc Presidency Orders Release of Mitigation Funds

President John Mahama has directed the Finance Minister to release GHC 300 million from the Contingency Fund to finance flood-related mitigation measures after heavy rains on Monday caused great havoc in Accra.

“The directive forms part of government’s response to the flooding of parts of Accra and other communities in the southern sector of the country after hours of usually heavy rainfall,” the Presidency said in a statement on June 30, which appears to have come a bit too late after the disaster.

According to the statement, GHC 150 million of the amount will finance urgent relief efforts for affected persons, while the other half would be spent on flood mitigation measures “aimed at reducing incidents of flooding.”

Ghana’s rainy season typically occurs between April and July, with a minor season from September to November. At the beginning of this year, the Meteorological Agency warned that the country would experince above-normal rainfall during the peak April-to-June period, significantly elevating the risk of flooding and flash floods in those zones.

Monday’s flood

Almost every city in the capital was flooded on Monday. Many residents and families could be seen swimming through flood waters as homes became completely submerged. At least 13 people have been reported dead.

The Ghana National Fire Service (GNFS) said its personnel also rescued more than 470 people.

During an aerial tour of flooded areas on Monday, President John Mahama said the problem is driven by changing climatic conditions, and human behaviour.

“Whenever government begins removing structures built in waterways, some people accuse us of being inhumane. Yet when disasters such as today’s flooding occur, the consequences affect everyone. The irresponsible actions of a few individuals end up putting entire communities at risk,” he said.
